Why are cabinet symbols so large?

When I place a cabinet layout symbol on the page its far too big to fit, why is this?

In V7R2 prior to build 17 if symbols are dragged from the symbol folder onto the page the scale is not assigned so they appear sometimes 10 time bigger that they should be.

Instead of drag-and-dropping the symbol just click once on the symbol in the folder and when you move the cursor onto the page it should be the correct scale.
